State Customs Committee

A Windows desktop application Turn designed and built for the State Customs Committee: checkpoint cameras, licence plate recognition and pass records in one operator screen.

State Customs Committee

Our approach

The goal was a single, calm workspace where an operator can see the cameras, check the recognised plate and save a pass in a few seconds. Around it we built an administration area, a searchable history and tools that keep the system running smoothly on site.

UI/UX Design

One fixed operator layout: camera views and the recognised plate on the left, a large inspection view on the right and the record form right below, so saving a pass is one short step. A single teal palette runs through every screen, the interface is fully in Azerbaijani and adapts to different monitor sizes.

Development

Built with .NET 8 and WinForms on SQL Server, with role-based access for operators and administrators. Licence plate recognition is powered by our own computer-vision pipeline: a YOLO model trained to detect plates and a dedicated plate OCR model that reads them, recognising Azerbaijani and Russian plates. Every pass is saved with its photos and notes. The system was built end to end by Turn — from the models and the interface to the data layer and the on-site setup.

Administration

Administrators manage cameras and users, browse the full pass history and keep storage under control with a retention screen that clears old media files while the records stay intact.
